Is it forbidden to stare at a rainbow?

The Mishna in Perkei Avos tells us that the rainbow was created a long time before the Mabul. It was created on the first erev Shabbos before nightfall.

Rabbi Dovid Goldwasser said that the world is continuing in its existance because of all the Torah learning that's going on. If the WHOLE WORLD stopped learning Torah for ONE MINUTE, in that split second the whole world would cease to exist. This is becase we are told in Bereishis that the world was created bishvil Reishis- Torah and Bnei Yisroel.

Torah learning can't stop, there are always people like rabbi Goldwasser helping us to extend our possibilities and new people to start.

Looking back into past, that's so truth, we can't allowe the world to be errased by not learning Tora.
That's our responsability in this world

If the rainbow was created a long time before mabul, whay is then in Torah stressed that He has put it on the sky not to repead the mabul
